The main responsibilities of the Utilities Department are to treat and provide potable water, to maintain the water distribution system, to maintain the sewage collection system.

What pipe is the Borough responsible for?
The Borough is responsible for the water main and sewer mains (usually under the street) the water service pipe that serves your home and sewer lateral pipe to approximately the park strip area where our valve and or sewer vent is located. The Borough only services water meter leaks in your home.

How can I tell if I have a leak in my toilet bowl?
Put a drop or two of food color in the tank and do not use the toilet for at least 5 minutes or overnight. If the food color shows up in your toilet bowl you have a leak.

No, call your plumber, most plumbers have emergency services. You should be aware of water valves within your home and they should be operable.

No, after we receive the paid paperwork it can be delivered to your location when called for.

SEWER DEPARTMENT

Sanitary Sewers
To help the Sewer Department serve you best, call the Sewer Department at 429-0183 when you have a sewer blockage BEFORE calling your plumber. This may save you a service call from your plumber.

Storm Drains
The Sewer Department is also responsible for storm drains and inlets on Borough Streets. Camden County Public Works is responsible for storm water facilities on County Roads. Their phone number is 856-783-0043.

Water Department Fire Hydrant Flushing Program

The Water Department has a comprehensive unidirectional flushing (UDF) program that is implemented in the spring and fall every year. The goal of this program is to ensure water quality is maintained at its optimal level and to properly maintain the Borough's water distribution lines and fire hydrants.Flushing is a process by which water is moved through a water pipe at high velocity so that a scouring action is created. Water is then discharged through a fire hydrant, which in turn removes any material buildup from the pipe. The material removed from this process is harmless and requires no special treatment. Use of this flushing technique is critical to the maintenance of water quality and your water system.

Each spring and fall a schedule of when and where the hydrant flushing will occur is published in "What's on In Haddonfield”, as well as posted here:

Your water service should not be interrupted although in some cases you will experience a drop in pressure or volume for a short period. If the water appears discolored, we recommend that you give it a few hours to clear up thenrun your cold water faucet until you're sure that water has cleared,never run the hot water as the rusty water will enter your hot water heater un-necessarily causing the need to run your water longer.Avoid doing laundry until you are sure the water is clear. This type of program is used by all other water utilities and it works well with very few customer complaints.

Garden Meter Installation/Removal
Garden Meters are installed in April and removed in the beginning of the third week of October and can take two to three weeks to finish the town. Please do not have your sprinkler people request removal as it slows progress.

METER COSTS AND LATERAL INSTALLATION/CONNECTION COSTS

In Chapter 226-15 of the codified ordinances of the Borough of Haddonfield, entitled Utilities, Water and Sewer, the fee schedule is as follows:

?226-15 Fee schedule.

No water or sewer connections, meter installations or other related services shall be performed by any employee of the Borough or by a private contractor until the applicant has secured from the Tax Collector's Office of said Borough a permit for the same, for which there shall be paid to said Borough fees in accordance with the following schedule:

A(2) No connection for water and for sanitary sewer service shall be made by the Borough as described above unless the following fees are paid to the Tax Collector's Office and a permit is issued:

A(4)(e) Private installation of a water and/or sewer service many not be started unless a proper street opening permit is obtained and, where necessary, the required maintenance bond satisfactory to the Borough Solicitor is provided and a maintenance inspection fee of $450 has been paid to the Tax Collector's Office and a connection permit is issued.
A(5) Where a water and/or sanitary sewer service already exists and an applicant desires to connect a new structure to these Borough facilities, the connection shall not be permitted until a fee of $275 for each connection is paid to the Tax Collector's Office and the Borough inspects the existing service and determines the service is capable of carrying the anticipated water and/or sewerage flow. If either the water and/or sanitary sewer service is deemed unacceptable to the Borough, the applicant will have to apply for a new service as outlined in this section.
B(1) No use of Borough water or sanitary sewer facilities shall be allowed until a meter has been installed and payment made to the Tax Collector's Office according to the following schedule:

NOTES:
¹ All meters larger than two inches shall be installed by the owner under Borough supervision at locations approved by the Borough. The meters shall be supplied by the Borough and delivered to the contractor at the water plant. An inspection fee of $200 shall be paid before the meter is released to the contractor.

² Remote reading meters are required for all new installations unless not available for the particular size required or installation is not technically feasible.
B(3) Meter testing. Whenever a test of the accuracy of a meter is requested, the requestor shall be required to pay the Borough fee of $20 for meter sizes up to one inch. Tests for larger meters shall be based on the Borough's actual cost. If the test proves that the meter is fact beyond American Water Works Association acceptable limits, the Borough shall refund the payment or credit the requestor's account by the amount of the fee as well as by the appropriate amount of overpayment caused by the meter running fast.
C. Locating curb stops and sewer traps. Whenever the Borough is requested to locate a water service curb stop or sewer trap at the property, the requestor shall first pay a nonrefundable fee of $20 to the Borough before the locating service is provided. The fee shall not be refundable even if the Borough is unable to locate the curb stop or sewer trap after a reasonable effort.
